* News Bulletins on the board index now display one at a time.

Main Site
* Added top news image.

* Changed application links at the top of the page.
* Removed projects bar temporarily.

* Color VIP packages have been removed. Colors will return when IP.Nexus is released.

* Minor cosmetic changes to the board index.
* Added 'News Bulletins' to the board index.
* If a user has any warnings from a moderator, a notice will now appear on the board index.

Misc
* Reordered application links.
* The shoutbox is now displayed on the Hotel Royale portal.
* Database clean-up.
